What is the name of your state (only U.S. law)? Florida

My husband and I built a house just two years ago, when the house was permitted to be built we were not in a flood zone. After living in the house for one year, FEMA decided we live in flood zone A. We were told that there was a list of properties that were supposed to have been resurveyed before we built, but by the time they got around to survey our land we had already lived there for one year and 5 months. Is there any law protecting us against having to carry flood insurance, or anything that would grandfather us in? Had we known that part of our land was going to be considered flood zone A we would have built our house on a different part of our land that did not have a zone A rating. After looking at a survey map, it seems that about 5 feet of the back corner of our house might be touching their new, revised flood map, which is how we were given a new flood zone classification. We were told that for $450, we could appeal it with FEMA and they may or may not change our rating. Any help would be greatly appreciated!
