parents passed away had old will stating brother is executor and has locked the house up and him and his wife have been taking stuff out of the house.

is this legal? three different neighbors stated that they seen brother and his wife taking stuff out of parents house..Has one sister scared she dont know which way to turn...and brother has never had a meeting yet to discuss anything with any of his sisters..Before father passed away he made a statement that he didnt want one person in charge. is there any legal action i can take?
