My understanding it that it would still be prohibited. While they are not considered firearms under the National Firearms Act, they are considered firearms (and therefore prohibited to felons) under Title 18 of the US Criminal Code.

Under Title 18 section 921, a black powder weapon is an "antique firearm" and exempt from the federal definition of a firearm.

If OK does not define a black powder weapon as a firearm,then the feds will not be a restriction.
