What is the name of your state (only U.S. law)? California

I help an elderly friend who recently found out he inherited a $14,000. He currently qualifies for assistance with his rent and health care due to his very low income status. This inheritance will cause him to lose his the benefits he is currently receiving.

Is there any way to work around this? Can he transfer it or gift it to someone before the check is cut so that it doesn't show up as income and effect his current benefits.
