What is the name of your state (only U.S. law)? Nebraska

The Personal Representative is not following the will.

He is not contacting all the heirs and letting them know what is going on. He has done some underhanded things.

Is he able to do this legally and get away with this. Do we have any recourse?

Your recourse is with the court - either to ask the court to slap the PR upside the head or, if the transgressions are serious, to have him/her removed and a successor named. I would suggest that you contact an attorney to help you.
