north Carolina resident: can i tape a hearing that I have with my former employer? if so do i have to let them know that I am taping the conversation? can they refuse? if so what could i do from there?

Your boss has the right to refuse.

However, nothing can stop you from secretely taping the meeting, going home, and taking copius notes, then discarding the tape. Naturally, this does not have the weight of a tape, only the weight of documentation.
