years ago the U.S. postal service stole my copyrighted art work, and produced a stamp. can I recive monies from this thieft?????????????

Proof that they "stole" it is likely difficult -- but apart from the fact that it would be hard to prove unless it is almost identical, the statute of limiations may have run (you had 3 years) even if the thief was not the government. But if a real wrong was done, write your Congressperson. They may be able to help you at least get credit for the work.
