What is the name of your state (only U.S. law)? California

We've been making homemade chips for over ten years now and we never thought of selling them, however we've been requested that we should. We've always made them for parties and potlucks and every time there aren't any left and everyone tells us how delicious they are and how we should sell them. So here we are wanting to do so, but have no clue where to start. We want to be able to sell them to stores the right way without any legal issues. I've been doing some research and some say that we need to do all the licensing, health & safety inspections etc. before we even go to a store with our product, but then I've seen where some say we don't necessarily need to do all that all at first. So I'm confused as to what is the right way to start. If anyone can help me it would be greatly appreciated. Thanks.What is the name of your state (only U.S. law)?
