I live in Georgia. I am going to sue the person who sold me a car. I will have to sue the individual since the company is not in business.

The person lives in Cobb County, but the transaction occurred in Fulton County. In what county do I sue?

Fulton County. That's because that is the county where the contract was executed. So, it is that county that has jurisdiction.
