What is the name of your state (only U.S. law)? California

I'm involved in short sale real estate transaction. After seller signed on the Agent Authorization form (authorize listing agent to negotiate the short sale with lender), escrow officer added her name (added herself as authorized agent) and submitted to Bank of America. Seller didn't acknowledged or authorized it. Basically escrow officer altered documents after seller signed it. Can an escrow officer do that?
