A 13 year old should not be dating ... a 9 year old DEFINITELY should not be dating. Any parent that would permit this should be investigated.

The legal answer is, "Yes." Kids can generally play with anyone their parents let them play with. So, go out and play kickball or swing on the monkey bars on your "date."

Dont know if its legal but its certainly disturbing. If I may ask, who are you to either one of these children? If you are one of these children you should really talk with your parents, if your nine then you have plenty of time to worry about dating, if you are the 13 year old than you should really talk to your parents.
