What is the name of your state (only U.S. law)? Minnesota

My father recently passed away, 4-13-2010. I filed his renters credit for 1,450.00 before he died. The state responded sating since he died and has no spouse or dependents the are not going to pay. I think it should go to his estate to pay his bills.
Is his estate entitled to this refund?
What should I do, I have 60 days to appeal
