Is a question about my sister the executor of my mother's will

My mother died on May 19, 2010 and my sister is the executor of her estate. My sister is stonewalling and says she has no time to get together at my mother's house to meet and divide her personal belongings. My sister keeps constantly making excuses and I'm afraid she is going to get rid of all her stuff. Also, my sister doesn't want to paint the inside of the house before we sell it or recarpet it to get more money. If we don't fix it up a little, it will mean that people will offer less money.
