Hurricane problem on South Padre Island

In Texas. we leased a condo for the dates of June 29 to July 2nd in South Padre Island. The deposit was $350 and the total had to be paid 30 days in advance, totaling $1700.00. Of course, with the hurricane threatening the island, the mayor declaring a state of disaster, the governor declaring a state of disaster and a voluntary evacuation ordered, the causeway closed and the office of emergency preparedness advising us not to come to the island until July 2nd, we cancelled our trip to the island. The owner, at first, refused to refund anything, then he later refunded all but $500.00. There was no Force Majeure clause in his contract and really, nothing to cover a situation like this. Do we have any recourse, such as disputing with the credit card company?
