What is the name of your state (only U.S. law)? California

I own a horse boarding facility and one of my boarders has not paid fees or supplied medical care to her horse for over two years. She did pay fees for the first six months or so but then stopped. I have called this person and sent her emails numerous times with little response. I do not have a physical address for this person - just a post office box. I have given up getting paid and would like to find this horse a new home. What are my rights and legal obligations in this situation?
