California my wife worked as a unit manager of a counseling department of california city correctional center which is owned by corrections corporation of america for 6 months she is at will employee she was told to resign or be fired with no option to see the warden because of presumption that she was too friendly with the inmates she chose to resign and they transferred her to a state prison where she is constantly told they will not put up with stuff whatever that means evidently they got her a new job but also told her new employer she was trouble there are no hard facts to her firing just assumptions and she did everything by the book they also kept all her personal belongings in her office she was not allowed to pick anything up this was two weeks ago what can she do

Based on what you have written there is no wrongful termination here. However, the employer most certainly has no authority to hold her personal belongings. They must return those to her promptly. You can surely retain an attorney just to make a call or write a letter to get those items back.
