A Virginia reckless driving charge is a crime (misdemeanor). He will have to go to court on this unless he's in one of the few speed trap jurisdictions that allow trial by absentia. Even in the latter case I do not recommend just pleading guilty. He needs a lawyer. Depending on just what he was doing, he may be looking at jail time.
