Lets assume I want to form an LLC in New York State to market electronics.

1) Could I form and own the LLC being an alien without a visa, or would I violate the visa waiver regulations? Would I be able to work for my LLC from the States?

2) Would it make more sense to have my Europan LTD (similar to an LLC) own the American LLC so I could qualify for a L1 which I would not be able to if I were the sole owner? With my LTD owning the LLC I would be working for my LTD when in the States before having a L1 visa, not for the LCC. Is this a way to not violate visa waiver regulations?

3) Do I need a signed lease for forming an LLC or does the department of state not require me to proove that I have office space? Can someone sublease a room of his apartment to me? Zoning allows companies in the considered area.

There's no residency or citizenship requirement for LLC's in NY.
The fact you are a member (shareholder/owner) of the LLC doesn't change your visa rules for working. You can't work for your LLC if your visa doesn't permit employment here.

Corporations can not own LLC's. (foreign or otherwise).

Again, there's no residency requirement (for the business or the member). Just an indication of what county you are basing the LLC in and a mailing address.
