What is the name of your state (only U.S. law)? MA

I am thinking of starting a silk screen printing business, to start out I would like to run it out of my garage in Lowell , MA.

Yep, this is almost always going to be a local (city/county) land use question. Here some "cottage" businesses are allowed, some are licensed, and some our outright denied. The nature of your business and whether you are going to have customers show up in the neighborhood, what the zoning and parking is.
