Can a person come onto my property without my permision or knowledge and remove an item he believes that I took from him, then call the police and press charges? My concern is that he tampered with the evedence they are using against me. I have not been charged with anything, but I am being investigated. Have my 4th Amendment rights been violated here?

The 4th amendment protects you only against intrusion onto your property by government officials. If they charge you, evidence tampering can be brought up in your defense.
