Can a sheriff patrol driving (east to west) knows the speed of a car going in opossite direction (west to east)? If he can how?

You are incorrect. They can be independently trained and certified and recertified to estimate speed.

So to answer the OP's question, yes.

Whether or not the officer that nabbed you has the appropriate training and cert and experience is a trial issue.
