I was backing out of a parking spot at a grocery store. I had backed up no more than a few feet when a taxi cab ran into the back of my car. The side of his car dragged down my bumper. He was driving about double the posted 10mph speed limit and I was next to a stop sign so he should have been slowing down. Does his reckless speed count as negligence, and does it over-rule the general right of way rule that says I am at fault since I was backing up?

20 mph is NOT reckless, nor is the 10mph sign regulatory.
