What is the name of your state (only U.S. law)? South Carolina
My daughter was away at college and was stopped by police while walking down sidewalk. She was 18, they questioned her about drinking and she began crying. They called an ambulance and told her to get in and go to the ER. They found no reason to treat her or hold her at the ER. Now she gets a $600 bill for the ambulance. She did not call them so did she really enter into a contract for this service? What recourse might she have?

She can pay the bill.

Why was she crying? Was she hysterical? Was she unable to talk coherently?

there really must be more to the situation. The police don't call an ambo simply because a person starts crying in front of them.
