What is the name of your state (only U.S. law)? California

My brother died without a will in 2009. The named beneficiary on his IRA is our mother who pre-deceased him by about a year (late in 2007). Her trust named my brother and myself as her heirs and we split her estate equally. That trust is no longer in existence as all assets were distributed.
I am the probate rep. and sole heir for my brother's estate. I do not know how to handle his IRA. (The estate is worth less than 3 million.) Must it be distributed, taxed, etc. or can I move it into some similar retirement savings vehicle for myself to use later on? I am currently 64.
Thank you. What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)?
