I recently moved out of state, and the phone service reseller that I had purchased a two-year contract from is trying to charge me for the remaining months left on the contract.

I was under the impression that contracts like this were nullified if the provider doesn't provide services in my new state (they don't). Is that correct, or am I on the hook for a phone that's been disconnected in a state where I no longer live?

You are on the hook per the contract terms. If the contract didn't allow cancellation without penalty based on you moving away, then you don't get to cancel without penalty.
