What is the name of your state (only U.S. law)?
TEXAS

What crimes could someone be charged with for using someones debit card after they died to steal over 1000 dollars from their bank account before the family had it frozen, and for seizing property and keeping it from the family.
The person commiting these offenses is the deceased ex-spouse.

The person to ask would be the nice man or woman that gets out of the squad car after you call the police.

Felony theft jumps to mind.
