What is the name of your state (only U.S. law)? Illinois

I'm a foreigner
Rental car from Oregon
Accident in Illinois
I'm the probable cause of...
No LDW nor personal insurance
The other party has just basic coverage

The rental car company has been approved as a self-insurer (No. 91).

No-one was injured, just physical damage to both vehicles. This other guy would settle for $2.500 and prefers cash payment and rather soon than later. It is 1997 car worth probably around $3.500. Repair (at the dealer) would cost apparently $5.000 (2 doors, fender, paint, labor etc.). Now what is the recommendation of this board? Is it a bad idea to give this guy any money directly?

The "Driver Information Exchange" wrongly lists me as a owner of the vehicle so he may not be aware of this self-insurance...

Also if I draft a paper myself which denies any further actions etc. and get him sign it, does it have any value?
