Survivor Murder: Can the US Try someone for Murder if the Murder Was Outside US?

What is the name of your state (only U.S. law)?

This is in reference to the former Producer of Survivor who in all likelihood murdered his wife in Mexico & Hasn't Been Charged and is living free and easy in the US to date.

If an American citizen murders/is suspected of murdering another American citizen in a foreign country and has not been charged by that foreign country of a crime, can the United States charge him with murder or is this totally outside the United State's hands? If the same person was a member of the military and committed the murder in Mexico and was not charged, could he be charged by the US Military? What about US Citizen murdering a foreign citizen in a foreign country who hasn't been charged in that country for murder?

Under certain circumstances, the US can assert jurisdiction. The incident in question that you speak of does not appear to have any legal means to allow the US to take jurisdiction.
