What is the name of your state (only U.S. law)? Washington State.
It is in another county back in 1996 I didn't even know about it till I was stopped for a broken headlight the other day. Got off with a warning and notice of this warrant that was not extraditable.

What are the Statutes of limitations in this case?

The moment you are named in the warrant, the SOL stops.

In other words, the SOL is the time between the crime and the DA's decision to name a defendant.

That, apparently, happened in 1996. The SOL stopped and you have been looked for ever since.
