What is the name of your state (only U.S. law)? Arkansas

My friend died without a will, a husband and 4 adult children. One child's name was on her CD and that child cashed and spent it without sharing. Is that legal?

Yes, the co-owner or beneficiary of the account is the sole person entitled to the funds in this case.
