What is the name of your state (only U.S. law)? california if your car is registered and the person driving isnt the owner but is on the insurance policy but his license expired in march and june he was stopped do they have the right to impound the car shouldn't a ticket be given in this situation

Yes, the car can be impounded.

As the owner of a vehicle, it is up to you to verify anyone that drives the vehicle is properly licensed and you also get to suffer the consequences when you don't. It's in the CYA section of the California Vehicle Owner's Handbook.
 
i still dont see why if the owner of the car's DL is expired,what that has to do with someone else driving a perfectly legal car.

The driver should be cited for a violation of CVC 12500(a) and if the license has been expired for more than the 30 days, the car can be impounded per CVC 22651(p).

Doesn't matter what you see or don't see; the legal code is pretty black-and-white in this regard. If you disagree with the law, there are steps you can take in an attempt to change the law. This forum is not about your opinion of laws, just like we don't care about peoples' opinions of the legalization of marijuana. This is not the forum to discuss that.

The DRIVER of the car needs to have a valid driver's license.

This has NOTHING to do with the owner of the car having an expired driver's license.

ok then why tow a legal car? i know the driver cant drive it if license is expired but why the tow or impound?

You know what? You are an idiot.

If you are not LEGALLY allowed to drive a car, then the CAR cannot be on the road OPERATED BY AN UNLICENSED DRIVER. Since the driver can't operate a car, THE LAW IN CALIFORNIA SAYS the car must be impounded.

How about you go visit the CA DMV's website.

The driver of the car had the expired license, not the owner of the car. A driver must have a valid license in order to operate a motor vehicle. And if the license is expired more than thirty days, the police may tow a vehicle driven by the expired driver.
