What is the name of your state (only U.S. law)? ca
if a person is charged with one thing by the police, then bails out, but is then charged with a worse crime by the d.a.'s office, does the bail amount go up and can they be rearrested?

Yes, they can be re-arrested for the new crime, and, yes, the prior bail can be revoked.
