My friend was hit (front end collision) by another driver. He only has limited torte on his insurance. His vehicle was paid off but, now it is totaled. can he sue for the replacement value of the vehicle?

Limited tort has nothing to do with property damage, only injury claims. No, he is not (under any circumstances) entitled to replacement cost for his vehicle. He is entitled to receive the ACTUAL cash value of the vehicle in the condition it was in, immediately prior to the accident.
