Does a victim get the information such as address, phone number and birthday of a defendant? What kind of letter is sent to victim to let know if charges are being picked up?

That can vary by local practice. The personal identifying information of a defendant are not required to be released but under certain circumstances they might be. And the victim might not be notified that the state is filing charges unless the victim is needed as a witness.
