My husband got into an accident a couple years ago the morning he decided to cancel his policy since the company he was under had horrible customer service. He was in the process of getting new insurance but wanted to handle things outside insurance companies so his rates would not go up. He gave her his information and never heard from her again.

Present day.. The woman opted not to and went to her insurance company. He got a letter saying his license was on hold due to the fact that she had sued him years ago. He was never properly served. Never got any papers. He moved in the last couple years.

When he went to the courthouse to take care of things, DMV had directed him to the wrong place. He was supposed to go to small claims dept not the traffic dept.

What's the process to get his license back?

He needs to start by paying off his debt. Pull his credit report, find out who has the judgement, and arrange payment with them.

The DMV will know the exact steps but basically you prove the debt is paid and probably pay a reinstatement fee as well.
