Clarification on a municipal code

What is the name of your state (only U.S. law)? WI

I received a ticket for violating 5.06 (1) of the Madison WI municipal code. Heres the link: Municode - Search

Now, my ticket is for $429, but it says it should not exceed $100. The last sentence of that code has me confused, does that mean I only was ticketed for a first level offense, but charged more?? Any clarification would be welcomed.

It could be that he base fine is only $100 but that the associated fees, assessments, and related extras add up to much more than that.

Looking at the standard Wisconsin court fees, I guess that your ticket should have been $379, but my info may be out of date or you may qualify for special surcharges. See Table 3 on page 10 of the link below
