I live I'm NJ, my mom in NY. I am trying to finance a car but I have bad credit. They said it could be approved in my moms name only but that would require insurance in NY. Can I be listed as a co owner for the purpose of insuring it in my name in NJ. Will this fly with the finance company if my moms name is the only name on the loan?

Obviously not since that's what they told you. Try a different finance company. If you can't at least have BOTH names on the loan, then the loan is probably not such a good idea for you anyway...
