What is the name of your state (only U.S. law)? Washington State

Is it true that Washington State no longer allows non-economic damages? Is it also true that if you are awarded punitive damages in Washington, you must donate 80% of the award to a charity? What is the name of your state (only U.S. law)?

Punitive damages are not allowed in your state. I see no limitation on non-economic damages and there is no serious injury threshold to claim them.
