Failure to Reduce Speed

What is the name of your state (only U.S. law)? Arizona

My wife was had a motorcycle crash in Arizona. It was a single vehicle crash, no damage to anything other than her motorcycle. The damage is less than $1,000. The responding officer cited her for failure to reduce speed to avoid an accident( ARS 28-701A). The officer advised that she had to issue a citation as Arizona law requires it in a crash exceeding $1,000 in damages.

On the citation, the speed was listed as 15 in a 15.

We plan to fight the ticket given there was no damage except to our vehicle. Any ideas?

What grounds do you think you have to fight it? Are you saying that your wife did, in fact, reduce her speed enough to avoid an accident?
