What is the name of your state (only U.S. law)? illinois
picking my kids up from school is always crazy, because people park illegally on a side of the street that is clearly marked, no parking, forcing the two lanes of traffic, to try and squeeze into one lane. its very frustrating. yesterday, while trying to squeeze through, i clipped, and broke a side mirror of someone who was illegally parked. am i 100% at fault, or should she share the blame for parking there, and forcing the traffic to have to try and squeeze through?

You hit a stationary object. It really doesn't matter if it was legally parked or not. You're at fault.
