What is the name of your state (only U.S. law)? Wisconsin

A car was entering a parking lot, and another was exiting. Due to poor road conditions, the car entering the lot slid on snow and ice and hit the car waiting to exit the lot. The police were not called. Is anyone liable for the damages to the vehicles? If so who.

The driver of the vehicle entering the lot is liable for the damages he/she caused to the car that was hit.
