What, if any, licenses/legal requirements are there to legally produce unregulated, unscheduled synthetic cannabinoids like JWH-081, JWH-250, and JWH-122? Would any of these compounds fall under the Federal Analog Act?

I'm a little confused because I know that all the new "potpourri" is produced with the still-legal synthetic cannabinoids, and I want to know if production of the actual chemicals is completely legal in the U.S.

Five similar compounds were recently made Schedule I by the DEA.

There are laws on the books that date back to back to the early "designer drug days" that pretty much make the analogs of scheduled drugs also prosecutable.
