I believe the word you are looking for is "recused".

The plaintiff, if the prosecutor is involved, is the state. So what type of case is this?
A judge is allowed to be a recluse provided they come to work. But you cannot force them to be a recluse. If you want them to be recused, under what theory are you operating? Does the plaintiff work for the judge directly?

Need to check the judicial conduct code for your state .. may be in the practice rules or by itself ... the rules should be pretty clear as to why a judge should not hear a case...
