In Washington State if payment in full is printed on a check does this constitute restrictive endorsement when the payee cashes the check?

it could, depending on the facts surrounding the statement.
as to whether it is actually enforceable depends on more facts not presented.

If you are asking about what I think you are, research "accord and satisfaction".

Do you mean that if you make a check out for $100 and mark it "payment in full," is a debt settled even though you actually owe $300? No.

you should also research "accord and satisfaction" because in some cases, what you wrote is adequate to settle a debt.

the details provided are not adequate to determine if such an accord and satisfaction is applicable to the OP's situation or not.
