What is the name of your state (only U.S. law)? GA

I got a GUARANTEED LOAN CERTIFICATE from a company I've had multiple loans through....all paid off. It says Guaranteed Loan Amount $2500.00 (handwritten in) with a * beside it. Fine print says "You may be asked to provide collateral to secure the debt; however collateral is not required as a condition of this offer." Yet the company is saying I MUST provide a car title as collateral. Am I in the right in refusing to put up collateral?

NOTE: This is the ONLY small print on the letter.
