when taking drug education class per the d.e.j. program, can the instructor drug test a person and does it have to be observed? and if it has to be observed, are there certain credentials the observer must have or can it be the hired help (like the receptionist)? thanks

It depends on the program and who is supervising the program.

Can they require a test? Sure. Can they observe the test? Sure. Can you refuse? Sure. But, if you refuse, there may be consequences.
