I am from West Virginia.

I am wanting to start a grocery delivery service. I would shop for people then deliver their groceries for a fee. I am wondering do I need to grocery stores permission? I plan on using Wal-Mart to do most of my shopping.

What about if I wanted to pick-up and deliver food for people at places that offer curb-side pick-up (example apple bee's, outback, etc.) ?

As in the client orders food and I pick it up and deliver it to them.

You can do that also. You will want to cultivate a friendly relationship with places you go though. If they were to find you offensive they might ban you.
