What is the name of your state (only U.S. law)? CA and VA

Support order is in CA and with DCSS. I've come across the Notice of Delinquency, which DCSS says they cannot file for me, and am wondering if it is worth going that route. If NCP is served with the Notice, and does not respond in the 30 days, are the penalties automatic or will I have to go to court to argue my case?
