In the state of Texas if grandparents have custody of a grandchild, legal custody not adopted, and the grandparents divorce is there a legal obligation of child support to the non-custodial grandparent? Both parents of the child are alive.What is the name of your state (only U.S. law)?

The childs fathers' name was not put on the birth certificate and the mother has a substance abuse problem and hasn't worked in years and barely comes around or visits the child. She has no known address.

The answer to your question is maybe. You have an unusual situation that won't follow standard guidelines.
