What is the name of your state (only U.S. law)? New Jersey. Does my ex-wife who has remarried have to include her new husbands income and any assets they acquired together to help determine percentage of college education costs?

No. Why should her husband be responsible for educating your child?

That said, if she is voluntarily unemployed or underemployed, the court can impute an income for her.
